Eliana Shiroko Chief Economist, Infrastructure Science Technology and Innovation Department
Mrs. Eliana Nekulu Ongulu Shiroko is currently the Chief Economist, Infrastructure Science Technology and Innovation Department at the State Department for Planning, The National Treasury and Planning. A career civil servant, she joined the Civil Service in 1990, as an Economist II and rose through the ranks to the current position of Chief Economist.
Mrs. Shiroko has been involved in the development of economic planning strategies, policies and programmes including the preparation of the 1st Medium Term Plan 2008 – 2012; 2nd Medium Term Plan 2013-2017 and 3rd Medium Term Plan (2018-2022) of the Kenya Vision 2030. She was the representative of the State Department for Planning in the preparation of the Urbanization, Housing and Population Technical working group (2008-2012) and Infrastructure Technical working groups (2013-17 and 2018-2022).
She was a member of the Inter-Agency Steering Committee on Narrow Roads by Kenya Roads Board funded by the World Bank. She has been the co-convener for the Energy, Infrastructure and ICT sector working group for the Medium Term Expenditure Framework. She was a member of the Ministerial Procurement Committee and an alternate Member for the Ministerial Human Resource Management Advisory Committee and the Ministerial Tender Committee. She is an alternate AIE Holder for Infrastructure Science Technology and Innovation Department, State Department for Planning.
She holds a BA (Economics) and MA (Economics) degrees from University of Nairobi. She has extensive professional training in economic policy formulation, budget preparation and strategic planning and management. She has undertaken various short courses within and even outside the country such as Strategic Leadership Training Programme (KSG) in 2013 and One Tambon One Product (OTOP) – Bangkok, Thailand in 2006.
